The sponsor's argument
Road salt is a critical public safety resource during winter weather events, but improper storage can lead to waste, reduced effectiveness, and contamination of surrounding land and water resources. Exposure to precipitation can dissolve salt piles, causing runoff into nearby water- ways and groundwater supplies, which may harm ecosystems and drinking water sources. Requiring proper storage infrastructure will preserve road salt inventories, improve operational efficiency, and protect envi- ronmental resources. Establishing a ten-year compliance period provides flexibility for state and local governments to plan and implement these improvements in a cost-effective manner.
This is the sponsor's own case for the bill, quoted from their memorandum. It is not Agora's description of what the bill does.
