The sponsor's argument

Why Sam Sutton says this is needed

The requirement that unclaimed remains be entered into the National Missing and Unidentified Persons System (NamUs) prior to final disposi- tion ensures that reasonable efforts are made to identify the deceased and locate next of kin. This enhances transparency, accountability, and the likelihood of identification before irreversible actions are taken. This legislation advances both dignity and due process in the handling of unclaimed bodies.

This is the sponsor's own case for the bill, quoted from their memorandum. It is not Agora's description of what the bill does.
