The sponsor's argument

Why Jessica Scarcella-Spanton says this is needed

Women have been serving in the military since the formation of the United States of America. Unfortunately, women veterans have not received the recognition they deserve. Establishing a Women Veterans' History Trail would highlight all the great achievements that women veterans have had throughout history. It is important that the State of New York continue to strive for equity and fair recognition of women who have served in the US Armed Forces.

This is the sponsor's own case for the bill, quoted from their memorandum. It is not Agora's description of what the bill does.
