The sponsor's argument
This legislation is necessary to authorize the Village of New Berlin to alienate a limited portion of municipally-owned land, in furtherance of a project that serves an important public purpose. The Village has identified a parcel of land that is not presently utilized for active recreational or park purposes as a potential site for a project intended to support community needs. The Village has undertaken a local review process, including public engagement, to evaluate the proposed use of the property. This process has informed the Village's determination that the proposed use of the land is appropriate and in the interest of the community. To ensure that the public trust is preserved, the Village intends to acquire new parkland and/or make improvements to existing park and recreational resources. Accordingly, this legislation will enable the Village to advance a locally supported initiative while preserving and reinvesting in public recreational assets, and is therefore in the best interests of the community.
This is the sponsor's own case for the bill, quoted from their memorandum. It is not Agora's description of what the bill does.
