The sponsor's argument

Why Monica Martinez says this is needed

Detective Stephen J. Mullen dedicated more than 30 years to law enforce- ment, serving with honor, integrity, and an unwavering commitment to his community. From his early years with the NYPD to his distinguished career with the Suffolk County Police Department's 1st Precinct, he earned numerous commendations, including the Meritorious Police Service Award, while choosing to remain on the front lines to mentor and guide fellow officers. In the aftermath of September 11, he selflessly returned to assist in New York City, a sacrifice that ultimately contributed to the illness that claimed his life in 2018. Detective Mullen's legacy of service, leadership, and humility lives on through his family and the many lives he impacted, making him truly deserving of recognition.

This is the sponsor's own case for the bill, quoted from their memorandum. It is not Agora's description of what the bill does.
