The sponsor's argument

Why Patricia Fahy says this is needed

Having a property tax check stolen means New Yorkers often become victims a second time, because property tax districts' enforcing offi- cers are unable to waive interest and penalties that accrue once a stolen tax payment is late. In fact, many New Yorkers only realize they are a victim of fraud when they receive their property tax bill that says their payment is past due with interest and penalties accumulating. To rectify this situation, tax districts should be authorized to decide if they want their enforcing officers to waive interest and penalties after someone has been found to be the victim of property tax fraud.

This is the sponsor's own case for the bill, quoted from their memorandum. It is not Agora's description of what the bill does.
