Why Zellnor Myrie says this is needed

This bill modernizes New York's trafficking laws by amending the Penal Law to create the crimes of benefiting from a labor trafficking venture, benefitting from a sex trafficking venture and aggravated benefiting from a sex trafficking venture, and by conforming related remedial and procedural provisions so that survivors have a meaningful path to recov- ery against those who knowingly benefit from, participate in, or mate- rially assist trafficking ventures. In doing so, the bill is intended not merely to create a new civil remedy, but to strengthen New York's criminal-law framework governing trafficking and the enforcement mech- anisms that flow from those offenses. The bill also brings state law closer to the federal approach reflected in 18 U.S.C. § 1595, which permits a civil action not only against a direct perpetrator, but also against one who knowingly benefits from participation in a venture the person knew or should have known engaged in trafficking. The roots of barring punitive damages against estates lay not in legis- lative, constitutional, or statutory action, but in common-law reasoning that a claim is extinguished upon the death of the liable party. Yet in other areas of New York law, including components of criminal and civil forfeiture, civil rights, and consumer protection, liability is height- ened or extended when a determination is made that society benefits from such conduct being strongly deterred. Sexual abuse, trafficking, and related sexual crimes fall squarely within that ambit, and New York law should serve as both a shield of deterrence and sword of justice against this abuse in all forms.

This is the sponsor's own case for the bill, quoted from their memorandum. It is not Agora's description of what the bill does.
