Purpose, from the sponsor's memo

This bill establishes a temporary, two-and-a-half-year moratorium on the use of taxpayers or ratepayer funds to support the development of new nuclear power facilities in New York State. During this period, the bill creates an independent Nuclear Assessment Task Force to conduct a comprehensive, transparent, and evidence-based evaluation of the finan- cial, environmental, public health, and energy system impacts of nuclear energy.

The sponsor's argument

Why Kevin S. Parker says this is needed

New York State has committed to an ambitious clean energy transition under the Climate Leadership and Community Protection Act (CLCPA), prioritizing affordability, reliability, and environmental justice. The introduction of new nuclear power development-potentially costing tens of billions of dollars-represents a significant policy shift with long- term consequences for ratepayers and taxpayers. Historical experience demonstrates the financial risks associated with nuclear energy. The Shoreham Nuclear Power Plant resulted in billions of dollars in stranded costs borne by ratepayers without delivering elec- tricity. More recently, nuclear projects such as the Vogtle expansion in Georgia have experienced extreme cost overruns and delays, reinforcing concerns about nuclear energy as one of the most expensive and slowest energy sources to deploy. At present, proposals equivalent to multiple large-scale nuclear facili- ties are being discussed without a comprehensive, independent assessment of their financial viability, environmental impact, or alignment, with state climate goals. This lack of transparency and analysis exposes New Yorkers to significant economic and environmental risks. This legislation takes a prudent and responsible approach by pausing public financial support for new nuclear development while an independ- ent task force conducts a rigorous evaluation. The bill ensures that decision-making is guided by data, public input, and expert analysis rather than assumptions or incomplete information. Importantly, this measure does not ban nuclear energy. Instead, it protects ratepayers and taxpayers by requiring due diligence before committing public resources, while allowing continued investment in proven, cost-effective renewable energy and grid modernization solutions.

This is the sponsor's own case for the bill, quoted from their memorandum. It is not Agora's description of what the bill does.
