The sponsor's argument

Why Thomas F. O'Mara says this is needed

This legislation was requested by the town of Dix following the resigna- tion of the former justice. Due to the difficulty in finding anyone residing in the town willing to take the office, the Town Board is seek- ing to permit a person who is not a resident of the Town of Dix to serve as town justice.

This is the sponsor's own case for the bill, quoted from their memorandum. It is not Agora's description of what the bill does.
