The sponsor's argument

Why James Tedisco says this is needed

Mr. Nolan has served in a variety of different law enforcement roles at different points in his career and despite his long time of service for reasons not ascribable to his own negligence, was not granted service credit under sections 384-d and 384-e of the retirement and social secu- rity law for his periods of employment with the Saratoga County sher- iff's office and the New 14 York state university police

This is the sponsor's own case for the bill, quoted from their memorandum. It is not Agora's description of what the bill does.
