The sponsor's argument

Why James Skoufis says this is needed

Allowing on-premises licensees to operate for extended hours during the World Cup will support small business during a time when increased demand is expected from fans participating in public watch parties and outdoor experiences. This bill is also a way to ensure that fans can participate in these experiences with the assurance that proper safe- guards are in place for alcohol service.

This is the sponsor's own case for the bill, quoted from their memorandum. It is not Agora's description of what the bill does.
