The sponsor's argument
Why Patricia Fahy says this is needed
Joshua David Olsen, who was employed by the Schenectady School District and the State University of New York at Albany from January 1, 1999 through December 31, 2001, and January 1, 2002 through May 21, 2003 respectively, who through no fault of his own, was not given the option to become a member of the New York state and local employees' retirement system in 1999 or 2002, and did not file a membership application in such system until he began employment with the New York State Office for People With Developmental Disabilities (OPWDD) in 2015. This bill would deem Joshua David Olsen to have been a member of the New York state and local employees' retirement system as of January 1, 1999, with Tier IV status.
This is the sponsor's own case for the bill, quoted from their memorandum. It is not Agora's description of what the bill does.
