Summary

This bill would prohibit the New York City Police Department (NYPD) from participating directly in the administration of Precinct Community Councils (PCCs). It would allow NYPD personnel to participate in PCC affairs only as advisory resources and prohibit them from administering PCC elections and acting as custodians of PCC administrative records. It would also condition NYPD’s “official recognition” of PCCs—authorization to use the NYPD name, logos, or physical infrastructure and mandating NYPD personnel attendance at any PCC meeting—on a PCC’s bylaws including certain requirements, such as holding meetings in neutral non-NYPD facilities and limiting PCC meeting attendance by commanding officers. Additionally, it would require NYPD to publish online internal guidelines for PCCs and to report to the Mayor, Speaker of the Council, and the public on PCCs given official recognition.
