Summary
Would define "birth tourism" as travel to the United States mainly to give birth to a child with no U.S.-citizen parent, excluding medically necessary treatment, and make a noncitizen seeking admission for that purpose, and family who knowingly facilitate it, inadmissible. It would also create an offense, punishable by up to 10 years, for concealing a pregnancy or misrepresenting facts to gain admission for it.
