The sponsor's argument

Why Pete Harckham says this is needed

Violations of environmental law such as causing a fire on state lands, or introducing invasive species can have disastrous impacts on the envi- ronment, often costing the state and municipalities valuable time and money to remediate the damage, Moreover, the resources needed to enforce these laws can be costly as well. This legislation will provide that fees paid for certain environmental violations are deposited into New York's conservation enforcement account, ensuring that those violating our laws are taking on the costs of enforcing them.

This is the sponsor's own case for the bill, quoted from their memorandum. It is not Agora's description of what the bill does.
